He is a medical doctor by training, and before taking office as governor, he served as Delta State’s commissioner for health and secretary to the state government.

Early Life and Education
Emmanuel Eweta Uduaghan was born on October 22, 1954 in Warri North Local Government Area in Delta State of Itsekiri origin.Â
He attended Federal Government College, Warri (1968–1974), and the University of Benin (1975–1980) earning a Bachelor of Medicine and Surgery (MBBS) degree, and a Diploma in Anaesthesia.
Emmanuel Uduaghan Career
As a medical officer, Emmanuel Uduaghan started working for Delta Steel Company in 1983. He served as a consultant anesthesiologist between 1989 and 1994 in a number of institutions, including Westend Hospital in Warri, Benoni institutions in Benin City, and Shell Hospital in Ogunu.Â
He founded a private medical practise in 1994. He has served in a variety of capacities for the Nigerian Medical Association in Warri, Bendel State, and Delta State. Additionally, he participated actively in the Junior Chamber International (Jaycees) group for leadership development.
Emmanuel Uduaghan was a founding member of the Grassroots Democratic Movement (GDM), a founding member of the PDP, and the chairman of the All Nigeria Congress Association for the Warri South Local Government Area.
James Onanefe Ibori, the governor of Delta State, appointed Emmanuel Uduaghan to the position of commissioner for health in Delta State on August 6. In this role, he raised infrastructure standards and increased medical staff remuneration.Â
Uduaghan was appointed secretary of the Delta State government on June 6, 2003. Uduaghan and State Chief Justice Rosaline Bozimo sanctioned the creation of sanitation mobile courts in November 2008 so that sanitation violators might be prosecuted in the State.
Uduaghan stood once more for governor in the elections of 26 April 2011 and won. Chief Great Ogboru of the Democratic People’s Party (DPP), who received 433,834 votes, came in second place to him with 525,793 votes.
On August 29, 2018, he formally declared his departure from the PDP for the APC. He did, however, join the PDP once more in 2020. He made his political retirement known in 2022.
