Early Life and Education
Yusuf Tuggar was born in Bauchi State (Gamawa) into a political family; his father served as the Northern People’s Congress’s organising secretary both before and after Nigeria’s independence in 1960. He later rose to the position of senator in the Second Nigerian Republic.
The United States International University awarded Tuggar a bachelor’s degree in international relations. He studied at the University of Bath as well and earned a master’s degree from Cambridge.
Yusuf Tuggar Career
Yusuf Tuggar worked in the private sector for several years after graduating. He served as the company’s CEO and was a provider of energy consultancy services. Tuggar also contributed to newspapers and publications in Nigeria with his political and economic views.
From 2007 until 2011, Tuggar served as Gamawa’s representative in the Nigerian House of Representatives for Bauchi State. He presided over the House Committee on Public Procurement, which oversaw government spending on the oil and gas sector, as well as on education, health care, and water resources. The committee worked to keep the president’s cabinet separate from matters pertaining to contract awards.
He was a member of the house committee that worked on the local content bill with an emphasis on oil and gas, and he managed the establishment of the National Council on Public Procurement. He served as the deputy head of the house’s public petitions committee and was a member of the foreign affairs committee. On the house floor, he was the sponsor of a bill banning the cruel transport of livestock.
As a candidate for the Congress for Progressive Change, Tuggar stood for governor of Bauchi State in 2011. The election was marred by fraud and violence, and Tuggar finished in second place. He joined the All Progressives Congress in 2013 and ran in the governorship primary elections, finishing third.
President Muhammadu Buhari appointed Tuggar as Nigeria’s ambassador to Germany in August 2017. Tuggar was an important participant in the 23rd Conference of the Parties to the UN Framework Convention on Climate Change while serving as an ambassador. Additionally, he arranged for German Chancellor Angela Merkel’s state visit to Nigeria in August 2018.
The chief of staff to the president, Abba Kyari, who tested positive for COVID-19, had a meeting with Siemens in Germany in March 2020 about developments in the Nigerian power sector. Tuggar was found to be negative in ordering the closure of the Berlin embassy. Kyari passed away on April 17, 2020.
